DEQ Holding Public Meeting on ExxonMobil Pipeline Company’s Proposed Supplemental Environmental Projects

Helena --- The Montana Department of Environmental Quality (DEQ) is holding a public meeting in Billings to listen to public comments on Supplemental Environmental Projects (SEPs) proposed by ExxonMobil Pipeline Company (EMPCo).

SEPs are environmentally beneficial projects a violator conducts to offset a portion of a cash penalty. EMPCo agreed in a consent order to pay a $1,600,000 penalty to resolve violations of the Montana Water Quality Act caused by the July 2011 pipeline leak into the Yellowstone River near Laurel. EMPCo paid $300,000 of the penalty in cash and the remaining $1,300,000 must be resolved by SEPs.

EMPCo submitted a variety of SEP proposals, some of which were preliminarily approved by DEQ. One SEP required by DEQ is the development of a contingency plan so that local and county response officials are better prepared for a future oil spill. DEQ is holding the public meeting to hear comments from the public and answer questions about the contingency plan and other SEPs proposed by EMPCo.

The public meeting will take place on Thursday, November 15 from 6:00 to 8:00 pm at the Montana Audubon Conservation Education Center, located at 7026 South Billings Blvd, Billings, MT. Prior to the meeting, EMPCo’s SEP proposals can be viewed at www.deq.mt.gov. DEQ will provide its final approval and/or comments on the SEP proposals after the public meeting.

Written comments on the SEP proposals may either be emailed to jarrigo@mt.gov, or mailed to John Arrigo, Enforcement Division Administrator, DEQ, P.O. Box 200901, Helena, MT, 59620-0901. Comments must be received by November 16, 2012. DEQ will make reasonable accommodations for persons with disabilities who wish to participate in this meeting. If you require an accommodation, please contact Jeni Garcin at jgarcin2@mt.gov or 406-841-5016 by November 12 to advise her of the nature of the accommodation needed.
